El reciente aplazo de la sesión convocada en la legislatura de Chubut por el proyecto de la zonificación minera, no hace más que corroborar que cuando las cosas se hacen mal, el resultado es casi irremediable.
Si bien hay una decisión de la jueza para aplazar la sesión (intromisión de poderes), hasta expedirse en la cuestión de fondo, la pregunta es ¿cuál es ese fondo?
Acaso es el del presidente del PJ Chubut, que apoyaba la iniciativa de dialogo del exsecretario Aranguren, en lo que refiere al desarrollo minero en la Meseta. Y hoy enfrenta la decisión política del gobernador cuya alianza política los incluye.
¿Es el fondo? de un gobernador que no le dio decisión política a un tema que lleva 17 años sin resolver ni tomar medidas a favor del desarrollo minero. Y entre gallos y medianoche sin hacer el trabajo de consenso previo, vuelve a cometer el mismo error.
¿El fondo? es la decisión de los rectores de Universidades Nacionales y organismos del estado que firman un documento en contra del proyecto de zonificación por falta de debate, asumiendo que desde sus organismos pueden aportar una visión que en estos 17 años no llevaron adelante. Aun sabiendo que en muchas de esas Universidades hay profesores que mantienen estrecha relación y/o vínculos con empresas extractivistas; cuyo modelo está siendo juzgado permanentemente por sectores ecologistas radicalizados.
¿Es, el fondo? de las Empresas Mineras que buscan ensayar una política del buen vecino, respondiendo una agenda que hace 17 años la puso en práctica el colectivo anti minero (en la jerga de la calle: hacerle el juego). Las Asambleas se encargaron de desinformar con una lógica terraplanista acerca de una actividad primaria necesaria en el desarrollo de todas las comunidades. Y las empresas contraponen en determinados momentos algunos comunicadores que lo único que hacen es intensificar más la grieta (ante la mirada de los observadores neutrales), enviando el discurso a un punto sin retorno.
El fondo, es aquel dirigente terraplanista que acomoda los números de exportación de Chubut diciendo que exporta más que San Juan, provincia minera, pero omitiendo que lo que exporta es fruto de actividades extractivas. No consideradas en el mismo plano de la industria minera.
¿El fondo? es de la política nacional (oficialista y oposición) que a sabiendas que el sector minero argentino, esta en una mínima expresión (si lo comparamos con nuestros vecinos: Chile, Perú, Colombia, Brasil), es una fuente de dólares genuinos que aportan al sector exportador en este delicado momento.
El fondo, es como escribe en Infobae Laura Rocha, que un ambiguo reporte del CENPAT y CONICET aconseja a la legislatura no realizar el proyecto minero en la meseta, mezclando peras y manzanas inventando un monstruo ideológico obviando todo pensamiento científico. Es puro panfleto, abusa de los sellos de dos instituciones sin tener la decencia de poner la firma a tanta intelectualidad.
Se olvidan de los Estudios Ambientales que realiza la empresa basado en trabajos in situ, realizados por profesionales matriculados, egresados de las Universidades Nacionales.
Para realizar un informe se debe conocer sobre lo que se habla. Utilizar los datos de un Informe Ambiental, cuya autoría es interdisciplinaria con datos duros de campo recolectado desde el inicio de la exploración, allá por una navidad del siglo pasado. Estos datos transparentes, avalados por laboratorios y profesionales calificados son el inicio para realizar sugerencias, descubrir problemas ingenieriles, darle valor a una propuesta y en definitiva realizar el mejor proyecto posible. Con algo importante, la inclusión del ambiente, de la comunidad, de la opinión social, etc. Sin olvidar que es exclusivo para un solo proyecto productivo.
Pero rechazar una actividad argumentando potenciales y recurriendo a la semiótica, para avalar sus argumentos con: el potencial impacto en el cambio climático, megaminería, acuíferos contaminados, no queda nada, cuantificación del acuífero realizado por la empresa (falta del estado).
Estas frases encierran un imaginario colectivo sembrado por 17 años. Son frases que se sustentan en un contenido de Twitter; argumentar sobre la lógica de las redes sociales #ChubutAguazo, #No es No, es solo teñir el reporte, con sello de CENPAT-CONICET, como un mero panfleto.
La minería es uno de los pilares de desarrollo y como tal debe ser una política de estado, relegada históricamente por representar aquella visión de crecimiento federal. A nivel mundial está llamada a ser refugio para alcanzar los Objetivos de Desarrollo Sostenible, ambicioso plan de la agenda 2030 de la ONU, para promover el desarrollo sustentable de la población y de nuestro planeta.
Volviendo al caso Chubut, la cuestión de fondo está planteada por quienes asumen que es el momento para poner sobre la mesa, como si nada hubiera pasado, un tema cuya sensibilidad divide aguas desde hace 17 años. Quienes a favor o en contra encuentran resquicios en esta mala praxis para poner sus discursos dominantes con espurias especulaciones, en una actualidad tan dramática donde la masa salarial, la educación, la infraestructura, ha quedado tan relegada. Parece que nada hubiera pasado en el último año que ayudo a agravar más la situación económica de una quebrada sociedad chubutense.
¿Y en el medio?, están aquellas comunidades postergadas, hoy tomadas de rehén, tensionadas por la oportunidad que representa tener un trabajo digno, la inclusión de obtener los anhelos de desarrollo que otras comunidades tienen, el poder proyectar un futuro, etc. Del otro lado, el interés por no perder ese estatus de comunidad rebelde (claro está, entre muchas comillas), que construye un enemigo a imagen y semejanza.
Por supuesto quienes tienen que tomar las decisiones de futuro de una provincia, su volumen dirigencial, abandonando la especulación política: apoyo si tengo parte del negocio, o me enfrento porque quedo afuera.
El problema es que cada uno ve en el espejo al monstruo que quiere ver y gracias a la mediatez impuesta hoy, no podemos ver los matices que se plantean en los temas reales.
Como surge a lo largo de la exposición, al momento de plasmarlo se ve que los platos de la balanza se encuentran repartidos en los demonios del No a la minería y Si a la minería, posiciones que abducen el debate y en el medio las comunidades locales que enfrentan la oportunidad de forjar su futuro.
Y en el fondo, la sociedad que no comulga con las miradas extremas, aquellos que se plantan a escuchar, a discernir, e interactuar y de ser posible modificar y agregar valor a todo aquello que represente una oportunidad para la comunidad.
Pierden. Pierden ante tanta desprolijidad con el que se manejan algunos sectores en Chubut, y no es casual, la falta de liderazgo en lo político, en lo social, no son señales positivas. En una economía vapuleada que la discusión sea de tono simbólico es patético.
La discusión y el debate debe empezar por este sector de los Ni, los que escuchan los que pueden aportar a una solución al grave problema económico de una provincia. Sumando todas las actividades productivas sostenibles y sustentables, sin demonizar a ninguna de ellas, pero sobre todo dándole contenido a la discusión. Eso es un plan.
