En una oportunidad leí un artículo que trataba de, El ciclo del Cobre en Minas Capillitas en la segunda mitad del siglo XIX: Tensiones entre lógicas productivas, escalas tecnológicas y unidades sociales, un punto de vista acerca de la producción minera de la segunda mitad del siglo XIX, contraponiendo a la idea de aquellos empresarios progresistas de la época, confiados en los avances tecnológicos y en los descubrimientos de mineral, con la visión de un futuro que no es el que existe actualmente en el Distrito Capillitas.
Es muy cierto que, aquellos aventureros empresarios, forjaron en la región el antecedente de los descubrimientos de dos yacimientos de clase mundial. El primero en explotación y fase de cierre, Mina Alumbrera, y el postergado yacimiento minero Agua Rica; más otros potenciales que están esperando la maduración de este distrito minero.
En estas empresas de riesgo, los avatares económicos que marcan el precio de la libra de cobre, las guerras, los avances científicos que permiten explotar yacimientos de baja ley y alto volumen en detrimento de los de alta ley en vetas, la costosa logística y los problemas sociales, han postergado el desarrollo de un distrito cuya potencialidad sigue latente.
Mina Capillitas tiene un lugar especial en mis recuerdos, conozco a mucha de su gente y he trabajado a palmo con ellos. Una experiencia que enriquece, de la que se aprende y de la que me ha permitido devolver parte de mi experiencia profesional en aquella enriquecedora convivencia.
De esta manera me pareció conveniente convocar a uno de sus interlocutores, el señor Marcos Suárez, para conocer las experiencias de primera mano de quien dice que nació minero.
Para quienes no conocen Mina Capillitas, se encuentra dentro del municipio de Andalgalá, conectado al ejido urbano por una cuesta muy bella de 60 km, y a la ciudad de Santa María por la ruta 47, largo camino de planicie que en temporada de lluvias se ve interrumpido por las crecientes.
Marcos actualmente trabaja en el Salar del Hombre Muerto en Antofagasta de la Sierra con la empresa que está haciendo el acueducto desde el río Los Patos hasta el Salar. Hasta no hace mucho tiempo atrás, Marcos era delegado municipal de Capillitas lugar que lo puso como interlocutor cuando Capillitas volvió a reactivarse con la exploración minera. Escuchémoslo:
El porqué de su historia ligada a la Minería.
Tengo cuatro familiares directos trabajando en minería; mi hija está trabajando en CAMYEN (empresa minera provincial) ella es recibida Técnico Minero y está terminando la Tecnicatura en Higiene y Seguridad, mi hijo trabaja en dirección de minería también recibido de Técnico Minero y estudiando la Tecnicatura en Higiene y Seguridad. Finalmente, mis otros dos hijos están cursando en la Escuela de Minería.
Por haber nacido en Capillitas rápidamente nos identificamos como mineros, la oportunidad de desarrollo nos la brindo el paisaje y las piedras que son muy apetecidas por los turistas que se acercan a la comunidad.
Desde muy joven trabaje en las minas de Rodocrosita, que tenía Don Miguel Yampa, luego forme parte del proyecto Alumbrera contratado por una empresa vial, trabajé en la zona de los diques de Alumbrera. Siempre me gusto la mecánica y allí aprendí mucho sobre máquinas viales, estuve haciendo soldadura para la reparación de partes mecánicas.
Estando con Don Miguel ya había aprendido el oficio de soldador y me perfeccione en el trabajo que desarrolle en Alumbrera, de allí tuve la oportunidad de trabajar en varias provincias y compartir otras experiencias.
Aprender un oficio, conocer equipos que no los hubiese imaginado y poder manejar algunos de ellos, sumado a la formación que obtuve y el desarrollo económico con una buena cobertura social, me dieron la posibilidad de ir forjando mi camino.
La Actividad Minera y su mirada particular
Me preocupa como a toda la sociedad el tema de la contaminación, pero afortunadamente hoy las empresas mineras han abiertos espacios de diálogos e información mostrando preocupación. Respecto a la actividad, me gustaría que se viera en las comunidades el acompañamiento en el desarrollo, planificar caminos, apoyar al turismo, traer energía, mejorar las rutas, sacarnos un poco del aislamiento, poder conectar a Capillitas con Andalgalá y Santa María.
Espacio de responsabilidad y gestión comunitaria
Yo estuve como Delegado Municipal de la Comuna de Andalgalá, y era mi interés poder divulgar sobre el crecimiento que una persona puede tener a través de un trabajo profesional que de beneficios económicos. Lamentablemente en Andalgalá la comuna siempre se negó al dialogo con las empresas mineras; no creo que sea bueno cerrarse o negarse al desarrollo de la actividad sin tratar de tener un diálogo. Tengo la esperanza que dado el perfil del nuevo intendente sea capaz de restablecerlo; él está muy preocupado por el tema de la agricultura.
Como Delegado fue muy bueno el dialogo que logramos con la empresa minera, aparte de mi experiencia personal de funcionario, logré trabajar por mi comuna, tuve una muy buena recepción con la empresa Agua Rica, nos sentimos escuchados, resulto una mejor experiencia que en los tiempos de la construcción de Alumbrera. Se realizaron reuniones periódicas para poder entender de qué se trataba un proyecto de exploración, una actividad minera, hubo un compromiso de ida y vuelta, a pesar de que algunas personas se encargaban de hablar en contra de la minería e ir en contra de lo que somos, porque nosotros crecimos alrededor de una explotación minera. Si somos mineros de nacimiento no podemos cerrar la puerta sin dar una oportunidad al diálogo, afortunadamente mucha gente hoy se encuentra trabajando en relación con las empresas mineras.
Como se encuentra actualmente la relación comunidad – empresa
Estamos recibiendo ayuda de agricultura familiar relacionados con la nación y provincia, nos ayuda con nuestros animales, para mejorar las crías y proveernos de vacunas, de esta manera nuestros productos pueden ser comercializados. La empresa minera nos está ayudando con el tema de pastaje, nos colabora con las máquinas para arreglar los caminos, ya que estamos muy alejado de los centros más poblados.
Si el proyecto Agua Rica lograse seguir adelante sería el sueño más grande poder tener beneficios para el pueblo, como la comunicación por buenos caminos a Santa María y Andalgalá, una plazoleta, un centro de reunión de la comunidad, poder tener más alumnos en la escuela primaria y secundaria, mantener todo el año el centro de primeros auxilios, poder obtener una antena que nos mejore la comunicación, en definitiva, sentirnos parte de Catamarca y poder ver que nuestra comunidad crezca. Actualmente la sala de primeros auxilios posee un lugar y materiales de primera atención, pero no logramos tener algún enfermero durante todo el año.
La construcción de un dialogo comunidad – empresa, el buen vecino
El dialogo con la empresa se percibe mejor, dado que son más activos porque está bien identificada la persona que representa la comunidad, en el caso del Estado hay varias voces y el gobierno tiene tantos compromisos y tantos problemas que solucionar que la ayuda no llega o lo hace demasiado tarde. Evidentemente la empresa asume una responsabilidad mayor ya que atiende el día a día de la comunidad y ha logrado identificar junto con nosotros las prioridades básicas que tenemos.
Así tenemos un vínculo que nos permite estar comunicado con Andalgalá y con pequeñas ayudas en temas cotidianos, podemos tener con quien contar.
La experiencia de Minera Alumbrera con los pueblos catamarqueños.
En el caso de Alumbrera volcó mucho dinero a la Universidad de Tucumán y no se notó tanto con las comunidades de Catamarca. En ese sentido hubo algunos intendentes que fueron más inteligentes y pudieron abrir un espacio con la empresa, como fue el caso de la comuna de Belén que logro un acuerdo con Alumbrera haciendo proyectos que beneficiaron al pueblo, e incluso algunos proyectos que trabajaron en conjunto con la Universidad de Tucumán. Otras comunidades como Hualfín y Nacimiento, han logrado una mayor empleabilidad en Alumbrera. En el caso de Andalgalá obtuvieron regalías de la minería, pero no hubo una planificación que permitiera ver un crecimiento respecto a otras comunidades, se desperdició una gran oportunidad. Sí, se nota que hubo mayores beneficios en los pueblos tucumanos.
En Capillitas seguiremos con esperanza y trabajando en silencio, que es la forma de esperar que los sueños se cumplan.
